Rotation
E → Q → swap to DPS → Valeriy CA (40+ Impact Momentum) → swap to DPS
The Skill gives 40 Impact Momentum and a shield. During the Burst, the active character's Electro hits add up to 80 more. The Charged Attack spends it all and grants 15 Offensive Directive stacks: the more Momentum spent, the stronger each stack.
Detailed guide
In short: a 7.2 4★ Electro sword user, a shielder and buffer similar to Shenhe or Yun Jin, but for Electro. His Skill creates an ATK-scaling shield and gives Impact Momentum. His Charged Attack, Direct-Fire Mortar: Point-Blank Bombardment, spends that Momentum and grants 15 stacks of Offensive Directive: each Electro hit from the active character gets bonus damage based on Valeriy's ATK.
Best synergy: Mitya. Inside a Polestar Field Valeriy enters Radiance, and the stacks start boosting Stellar-Conduct damage three times as hard: at Normal Attack level 10, 131% ATK per stack instead of 44%, and 0.9% ATK per Momentum point instead of 0.3%. Outside these teams he still works with Electro DPS units, just weaker.
Stats: everything into ATK — both the shield and the damage bonus depend on it. That makes 2 + 2 ATK sets the best choice with Mitya, while Noblesse Oblige is for teams whose DPS scales on ATK. Energy Recharge keeps his Burst ready every rotation; without it, only his Skill builds Momentum.
Constellations: C1 solves energy, C2 gives the party +100 EM (useful for Mitya), C6 doubles the damage of the mortar shot and Thunderburst Shells and adds crit. A strong constellation line for a 4★, worth collecting. C2 matters most, then C6.
