Detailed guide
In short: a 7.0 Electro support for Stellar-Conduct. Almost all his value is in the Burst: it summons Tugarin, who puts a hunter's mark on enemies (boosting Stellar-Conduct DMG), gives the team ATK and heals. That's why the Burst is leveled first and the build goes into Energy Recharge and ATK.
Stats: Energy Recharge around 200% (180–230% depending on the team; about 160% is enough at C1), ATK 2000+: both the buff and the healing scale with it. With Favonius Lance you need about 50–60% Crit Rate for the weapon to proc.
Partners: Sandrone, Cyno or Wriothesley as the main DPS, Yae Miko as the second Electro, and Odette. He's useful outside Stellar teams too — for example in Overload with Arlecchino, where his ATK buff and off-field damage help.
Constellations: C6 is the key one: it strengthens his buffs and gives the team Elemental Mastery. C1 helps with energy, C2 closes the gap between Bursts.
